Two things about Tom I learned, that may be helpful to know:
The maximum amount of items Tom offers is always 7, 8, or 9, and this is random. If Tom offers a max of 7 items and you would rather have more, you can refuse the items. He needs only two minutes of sleep to recover from your rejection. After those 2 minutes you can send him off to shop for you again. You can repeat the proces for as many times as you want.
Also, if you have a lack of space in your barn, you can leave the items Tom got for you in his box. He'll get annoyed as he can't go to sleep , but the countdown on the two hours wait until you can use him again will start anyway.

What is the best time of day to hire Tom to get the maximum use out of him if one does not plan to stay up all night? Any suggestions?

I've only hired him once and I had to think about that as well. I ended up getting him on a Saturday morning about 9-10am when I know I'm probably going to stay up later than normal going to bed, but I knew I'd be up about 7ish Sunday so that gave me the chance of a couple more 'Toms' before he pottered off on his way to sleep for a long time. (Oh don't forget if you need to get up in the night to visit bathroom, then do a Tom and before someone mentions it - no I don't mean do a Tom-tit!!!)

Any suggestions? 6am I use him every once and a while and it's a Thursday I have to get up that early (yuck) but I get him then in get to use him 9x and if I gotta get up for bathroom I pop him off all groggy real fast for #10

Reading posts from the bottom up, it seems everyone gets up at least once during the night. That certainly makes me feel better that I'm not alone in that! I'm never later than normal going to bed. I'm set in my ways.

I love Tom!!! When he grows up, I'm going to marry him...if my hubby doesn't mind! I hire him any time of day when I'm in a bind and when I've accumulated almost 70 diamonds. When he's done for the day, he offers the discount and I'll hire him for 5 additional days. If I hire him when I'm in a bind on filling a boat, I already feel like I've gotten my diamonds' worth from him. I set the alarm on my phone every 2 hours while I've got him so I won't forget to send him on errands. Anytime my phone rings, someone in my family will yell, "Tom's calling!" I confess I even set my alarm through the night, but on a much quieter ring. I use him to fill my boat orders, fill my truck orders (if I'm close to leveling up), fill orders for friends, and to keep my barn stocked with items that take forever to produce (like jams). I feel he's worth every diamond. I hesitate to make mystery nets--nearly everything I've ever gotten from them will pop out of my garden/machines/animals when I work my farm. I got one jam once, but Tom can get me 9 of every jam for cheapo prices for the price of 3 nets.
